While the shock of Franz Ferdinand's murder was present, Austria-Hungary were seeking ways to pressure Serbia into confessing their involvement. Significantly, Germany offered a 'Blank Cheque' to Austria-Hungary. This was an offer of any amount of financial, military and political aid. Assuring Austria-Hungary that their actions were supported, an Ultimatum was written and sent to the Serbian Government. Serbia could not agree to the terms. Serbia's government could not adhere to the Ultimatum as it would leave Austria-Hungary in control of their State Affairs. Determined for conflict, Austria-Hungary declared war on Serbia. Austria-Hungary would now take military action and crush Serbia for their involvement in the assassination. Some would also argue that it was their chance to finally crush Serbia's pan-slavic dream.
